TITP → Ikusei Shuro

Japan’s Technical Intern Training Program (TITP) is being replaced by the new Ikusei Shuro ("employment for skill development") system. Built on our group’s extensive TITP track record, we are ready for the transition.

What changes

Honest objectives

The new system openly aims to secure and develop foreign talent, with clearer worker protections.

Career path to SSW

A development period of around three years leading to SSW type 1 level — a clear long-term path.

Job mobility

Workers may change employers under certain conditions, making retention quality matter more.

Stricter rules for senders

Fee transparency requirements tighten for sending organizations — which matches how we already operate.

Some details of the new system are still being finalized. We advise based on official information only and never promise what is not yet certain.

How we help

  • Transition planning for current TITP-receiving employers
  • Pre-departure training aligned with the new requirements
  • Talent development plans aimed at SSW progression
  • Up-to-date regulatory information for supervising organizations
